The depositor in the Free Zones may take out the contents of his/her deposits from the Free Zones to the local market or to outside the Kingdom (transit) without any restrictions. The goods and commodities shall be taken out from the Free Zones through the following steps.

1. Arrange issue request of goods and commodities or vehicles to be taken out by the depositor or his/her agent where the following will take place:

a. The issue request shall show:

1. Name of consignor and consignee with due observance to the following:

· If the name of consignor differs from the consignee and the destination of the content is transit, the consignor will be required to present an undertaking-consignor and consignee-to reserve the rights of others. If the name of the consignor differs from the consignee and the contents are destined for local consumption, the assignment process shall be carried out in favor of the consignee.

2. Number(s) of deposits from which contents are intended to be taken out.

3. Description of goods or contents in terms of number, weight, amount and destination.

4. Chassis and motor number if the contents are vehicles or machines.

5. Name of representative of the clearing company, name and stamp of the company.

6. Signature of the reservations auditor.

b. The following documents shall be attached with the issue request:

1. Delivery permit of goods incoming by sea.

2. (Approved) Authorization.

3. Deposit request subject of issue or a certified copy thereof.

4. Submission of any official documents according to which any amendment is made on the contents of the deposit request (partitioning, merging, dismantling, installation…etc.)

5. Any other documents which may be requested as a result of the nature of work.

2. Audit the issue request, and calculate the fees; the signature of the Director of the concerned Free Zone thereon, as follows:

a. The manifest employee/issue officer shall audit the issue request in terms of:

1. The information and requirements under item (1/b) should be fulfilled.

2. The issue request will be given a serial number and “signed” by the issue officer as well as stamped with the issue stamp of the Free Zone.

3. The issue request particulars should be recorded on the issues register.

b. The issue request will be transferred to the Sorting and Auditing Section, after completing the customs procedures firstly, in order to carry out the following:

1. The fees arising out of the issue request shall be calculated in the Sorting Division according to the tariff provided for in the regulations and instructions of the Corporation.

2. The due charges made in the Classification Division will be audited in the Audit Division.

3. The fees and charges due on the issue request shall be paid in the Financial Division against due financial receipts.

c. Record the issue request in the manifest records (deposit register)

d. The issue request shall be signed by the Director of the Free Zone or his/her delegate.

3. Issue of exit permit for vehicle(s) loaded with contents, or if it is under the motor power from the Free Zones to the customs yard from the commercial section or warehouses and public yards, after carrying out the following procedures:

a. Ascertain payment of the due charges on the issue request by due financial receipts.

b. Record the issue request in the deposits register in the warehouse public yard or investor deposit register in the Commercial Section.

c. Retain a copy of the issue request and a copy of the customs documents, a copy of exit permit with the storekeeper, in the public yard or with the concerned employee in the Commercial Section Divisions.
