Conditions for obtaining service

Personal attendance of the concerned individual, or his agent or commissioner , 
The land involved in mortmain must be owned
The mortmain must not be for public "Al-Musha'a " shares​

Notes

Mortmain: abstaining from using owned in-kind property and allocating its benefits for the good, even if delayed.
Charitable Mortmain: abstaining from using owned in-kind property and allocating its benefits for the good, to begin with.
"Thari" Mortmain: abstaining from using owned in-kind property and allocating its benefits to a specific person or persons, and their offspring thereafter and then to a party of good (charity) when the persons allocated for have all gone. 
Joint Mortmain: If the money is allocated for the offspring and charity together.
The moratorium may only be in the case of owned lands .If the land is of the "Mirir" type, the council of ministers must be contacted, to turn it into owned.
Mortmain is not permissible for public shares, if the mortmain was for the purpose of a mosque or cemetery , but is permissible for any other.
The amount of property involved in the moratorium, must be sorted and independent.

Procedures

1. Submit the application to the receptionist and attach all the documents to give it the incoming number and place it in a real estate file. 
2. Refer to / Transfer – The Registration department for The registration employee to do the following :
Audit the transaction. 
Organize the list of shares and fees.
3. Refer to the technical department / valuator to calculate the fees and issue a collection warrant. If the Mortmain is charitable (valid), it is exempt from fees according to the law. 
4. Refer to the cashier to pay fees. 
5. Refer to The Registration department for The registration employee to do the following :
Register the transaction. 
Organize the change of shares statement. 
6. Issuance of a signed and stamped registration bond. 
If the mortmain is a valid charitable mortmain (the property shall be registered and the registration bond shall be issued in the name of the General Custodian of Islamic mortmain. 
If the mortmain is "Thari" or joint, the mortmain sign shall be placed as incidences on the back of the paper and the phrase: "the whole plot is mortmain, in a "Thari" or a joint manner" shall be placed according to the mortmain deed, and the incidents table shall be organized accordingly.

4. A clearance from the financial department.
5. Deed of Mortmain.
