  1. The Fund`s main Center- Public Service room and all Fund`s branches in governorates.
  2. The south branch- Al-Karak governorate- Al-Marj.
  3. The North branch-Irbid governorate-the new Amman travel station- opposite to Masaya Wedding Hall.
  4. The mobile units for the northern and southern governorates as per the attached program schedule.
  5. The National Information Center Knowledge Stations in all governorates.
  6. The Civil Service Bureau- The DEF`s office.
  7. Loan offices in all governorates.
  8. Loan offices in Al-Jiza district, Northern Badia in Mafrak governorate and Al-Husseinya area in Ma`an.

Dear Borrower,

For a better service, please follow the following instructions when visiting the Fund`s office:

  1. Get an electronic number when entering the Public Service Office and choose the required service.
  2. Waiting seats are available till your number is displayed on the counter for the service required and mentioned by an automated call.
  3. The borrower applies to the employee for the required service.
  4. In case of any help, go to the Public Service receptionist.

Conditions for obtaining service

  1. The borrower shall be unemployed and not have a project of his own and wishes to secure a means of transport to enhance a project`s capabilities.
  2.  Must Be Jordanian.
  3. Must be between 18-60 years old.
  4. Having the capability and qualifications to run a project.
  5. To avoid duplication of financing, the borrower shall not have borrowed from similar governmental financing entities.
  6. The financing ceiling reaches (20000) and five hundred maximum and as per the actual costs of the project.
  7. The Fund gets a 5% cost-plus annually.
  8. The loan is repaid in a period of (7) years in addition to a six-month grace period as of the date of signing the agreement.
  9. The public service vehicle longevity: Taxi 3 years, service auto 5 years, public van 7 years, buses whether small or big 10 years.
  10. Submitting a vehicle inspection certificate from an   approved technical center.
  11. One installment is disbursed to the seller.
  12. (5) JD dinars as application fees.


Financing targets:

  1. Transportation in relation to the project.
  2. Public transportation ( taxi, service auto, bus, truck, tank car,….)
  3. Transportation to street vendors.

Required guaranties: an employee salary security, a real estate security, a personal security, a bank security.

Partner institutions:

  • Departments and entities where the guarantor/ guarantors work.
  • Enhanced productivity centers ( Irada) if the funding exceeds 7000 JD dinars.
  • The Department of Lands and Survey if the real estate is pledged as a security.
  • The Social Security Corporation.
  • The Ministry of Industry, Trade and Supply or its  directorates in the various governorates.
  • Greater Amman Municipality, municipalities.
  • Trade banks.


  1. Visiting one of the Fund`s branches and meeting the credit officer.
  2. The credit officer presents all information on loan conditions and mechanism, required securities and the nature of projects financed by the Fund.
  3. After agreeing on the type of transportation vehicle and the nature of securities, the applicant is provided with a list of all requirements and a query form to be signed by ( The Social Security Corporation, the Ministry of Industry, Trade and Supply or its  directorates in the various governorates, the Greater Amman municipality, municipalities) according to the project area.
  4. The credit officer addresses the parties relevant to the securities (guarantors` departments, the Department of Lands and Survey to obtain an estimated value of the estate)
  5. After completion of all documents, the applicant visits the branch and submits documents and forms to the credit officer.
  6. The credit officer verifies all documents and in case these are complete, the loan request application form is filled, signed and inserted in the Electronic  Loan System.
  7. If the means of transportation is associated to the project, the credit officer  executes a visit to the project site and prepares an evaluation study of the project.
  8. The application is transferred to the Central Loan Committee.
  9. The Central Loan Committee revises the application.
  10. In case of approval by the Committee, the file is re-sent to the concerned branch to sign the agreement by the borrower, guarantor/guarantors.
  11. The applicant is provided with a card to pay the service fees in the approved banks in all branches except for the General Administration where fees are paid to the teller.
  12. The applicant submits the deposit receipt  or the receipt voucher to the credit officer.
  13. The agreement and its attachments are signed by the borrower and guarantors.
  14. The borrower is given a copy of the purchase commitment letter as well as a pledge letter to the concerned traffic department to pledge the vehicle.
  15. The borrower receives the vehicle and completes the waiver and pledge procedures.
  16. The applicant submits the pledged vehicle license on the borrower`s name to the Fund.
  17. Submitting a payment request to the original owner of the vehicle.

Required Documents

Required documents for application:

First: Financing means of transportation or joint means of transportation.

  1. An endorsed copy of the borrower and guarantor`s ID card.
  2. An endorsed copy of the public driving license.
  3. The house`s lease contract or a property deed.
  4. An endorsed copy of the transportation vehicle`s license.
  5. A civil sale contract ( from an approved trader of vehicles or any one owning such means).
  6. A description of the vehicle directed to the Fund meeting the conditions of the Islamic cost-plus.
  7. A technical check certificate for the vehicle from an approved center.
  8. The vehicle`s itinerary in case a service auto or public transport bus is purchased.

Second: Financing means of transportation associated with the project

  1. The public driving license of those vehicles associated with the project.
  2. A civil sale contract ( from an approved trader of vehicles or any one owning such means).
  3. An endorsed copy of the vehicle license.
  4. A copy of the project`s Occupation License and the Trade Registry in case the vehicle is linked to the project.
  5. A description of the vehicle addressed to the Fund.
  6. A technical check certificate for the vehicle from an approved center.
  7. An original salary statement of the guarantor/guarantors.
  8. A deduction letter from the entity where the guarantor works.
  9. An approved copy of the property deed and an estimation letter from the Department of Lands and Survey or by an approved surveyor in the case of estate security.

Required documents after the approval of the Loan Committee to sign the agreement:


  1. A salary deduction letter/ to salaries securities from the entity the guarantor works for.
  2. Signing non-bank or bank checks from the guarantor and borrower in the value of the loan.
  3. Originals purchase invoices.
  4. Submitting the pledge letter- for estate security (it is submitted after signing the agreement )
  5. Pledging of vehicles financed by the Fund,
  6. Comprehensive insurance of the vehicle.
  7. The required licenses in case of financing the vehicles linked to new projects.
