Introduction

According to Article (3) of The JP Law of Medicines And Medical Supplies This clause means (purchasing drugs & Medical Supplies) to the parties specified in article (4) of this regulation to meet the Kingdom requirement of these materials particularly providing main drugs.

Article (4) of the (JP) stipulates as follows:

(Rules of this regulation are applicable to all (JP) operations carried out by Ministry of Health, Royal Medical Services, official Jordanian Universities Hospitals, and any other party approved by the cabinet. And recently The King Hussien Cancer Center included to received the services that JPD offers.

History

1.        It was pointed out thru a study conducted in cooperation between the Jordanian Government and the International Bank that Jordan spends  approximately 27% of the amounts spent for health sector on drugs.

2.        A Reorganization project for the pharmaceutical sector was stated, within Ministry of Health strategy, for the purpose costs control.

3.        The national Drug Policy adopted the idea of establishing a certain department concerned with Joint Procurement in favor of the public sector in a semi- independent capacity.

4.        Studies conducted by the Australian Experts (HIC) demonstrated the need of establishing a specific department to be in charge of the (JP) in the interest of public sector.

5.        The Accounting Bureau report adopted a recommendation concerning foundation of one party to procure medicines in the public sector

6.        On 27-7-1997 the Prime Minister decided to form a combined committee in order to prepare a specific mechanism for the purpose of proceeding on the public sector (JP).

7.        On 30-7-1998 the Prime Minister approved the proposed mechanism and gave instructions to gradually proceed towards (JP) starting with drugs.

8.        On 7-8-1999 a supplies regulation was proposed for the (JP).

9.        On 16-10-2002 the (JP) regulations was issued by the prime Minister in the official gazette edition No. (4562) for year (2002).

10.    At the end of 2003 all parties associated with the (JP) announced their readiness to start working with this system.

11.    On 16-7-2004 the prime Minister issued his decision pertaining assignment of the (JPD) director general.

12.    On 15-8-2004, law no. (91) for year 2002 covering medical supplies & drugs (JP) system was effectuated pursuant to the council of ministers resolution by virtue of which the (JPD) was founded.

Strategic Goals of the JPD: 

1.        Procurement of drugs and medical supplies of the high good quality within the frame of joint and consolidated specifications.

2.        Procurement standardization.

3.        Costs and expenditures control and duplication elimination.

4.        Achieve Physical Wealth by applying the economics of procuring big quantities principles.

5.        Enhance patients trust in medicines utilized amongst public sector by consolidating the medicine used wherein.

6.        Information and experiences exchange between parties taking part in procurement.

7.        Employ transparency approach in bids offer and studies.

8.        Complete bids invitation and awarding as soon as possible.

9.        Reevaluate suppliers and manufacturers continuously.

10.    Prepare a list of the approved drugs used in the public sector.

11.    Achieve competence and justice amongst bidders.

The JPD Duties:

1.        Organize procurement procedures, participation terms, bids study method, and awarding decisions.

2.        Conclude procurement contracts and effect pursuit implementation.

3.        Prepare and verify forms and documents of any bids as well as announce them.

4.        Determine necessary securities.

5.        Maintain entries and records.

6.        Maintain and store supplies in the central warehouses to distribute them to concerned parties.

7.        Develop procurement operations.

8.        Conduct training courses for working staff.

9.        Set out principles and terms pertaining the participation of companies and suppliers

JPD Board of Directors

The JPD Board is formed under the presidency of H.E the Prime Minister or his delegate, and the membership of the following:

·            Minister of Health – vice president.

·            Minister of Finance.

·            Royal Medical Services Director.

·            The JPD Director General.

·            University of Jordan Hospital Director General.

·            King Abdullah the Founder University Hospital Director General.

·            Director General of any other hospital founded at any of the Jordanian official universities.

Missions & Tasks of Board of Directors:

This Board will undertake to set up the general policy of the JP, the approval of necessary plans and programs achieving this purpose , and any other missions entrusted to it in accordance with the rules of this law.
