MOT commands particular significance as one of the prominent national institutions that fosters and supports the transport sector and coordinates the functions of the departments, establishments, organizations and companies involved therewith. This is in addition to Ministry’s responsibilities for regulating relations with local, Arab, regional and international institutions, associations and companies operating in the field of transport.

 

Hence, the (System of Administrative Organization for the Ministry of Transport)  includes the following organizational structure:

 

  • The Secretary General

 

  • The following Departments:
    •  Road Freight Transport Department

Responsibilities & Duties

 

      • Regulate and oversee road freight transport sector, and adopt such procedures and measures as necessary to ensure achievement of the Ministry’s objectives and policies with respect to this sector.
      • Participate with relevant authorities in preparing economic plans related to road freight transport, including those for means and modes of transport, and the supporting and ancillary services.
      • Prepare draft laws, regulations and instructions intended to regulate and modernize road freight transport In coordination with relevant parties.
      • Determine tariffs for road freight transport.
      • Cooperate and coordinate with councils, unions, local and international organizations operating in the field of road freight transport, for the purpose of developing and regulating the sector as well as to increase its competitive abilities.
      • Coordinate with ministries and governmental departments and corporations to secure transport of goods imported for these entities.
      • Licensing companies and establishments operating in transport field and shipping brokerage.
      • Put down rules that govern relations between transport sectors, as far as road freight transport is concerned, and Arab and foreign nations; follow up on implementation of bilateral agreements; and enforce existing agreements in coordination with relevant parties.
      • Regulate movement of foreign road freight transport modes within the Kingdom in coordination and collaboration with relevant parties.

 

 

 

    • Administrative and Financial Affairs Department

Responsibilities & Duties

 

      • Prepare the Ministry’s annual budget at its various stages and follow up on its implementation in coordination with relevant parties.
      • Prepare job allocation table and follow up on its implementation procedures once approved by relevant authorities.
      • Oversee disburse funds to cover expenses for various Ministry activities, and ensure payment to proper parties, in accordance with bases and instructions in force.
      • Record all financial transactions in accounting books for various Ministry accounts; prepare and organize financial and accounting statements regularly; and submit final accounts statements that reflect the actual financial position of the Ministry at the end of fiscal year to relevant authorities.
      • Audit the Ministry’s expenditures and earnings; and ensure availability of the financial liquidity required to cover expenses for various Ministry activities.
      • Grant permission for allocation of supplies to various administrative units affiliated with the Ministry; procure, in accordance with Supplies Act, through purchase orders, granting concessions, or tenders, supplies that are not available at the Ministry’s warehouses.
      • Regulate the affairs of ancillary administrative services, as well as procedures related to reception, classification, recording and distribution of mail.
      • Oversee proper maintenance of personnel files, as well as those of administrative and financial affairs; also filing of documents, forms and records.
      • Supervise functions of public relations, and follow up on implementation of tasks allotted to it.
      • Regulate operation of Ministry vehicles; functions and requirements of general maintenance of all Ministry assets; and explore ways to improve performance.

 

 

 

    • Multi-Transport Department

Responsibilities & Duties

 

      • Conduct needed studies to assess multi transport policy which includes (land, maritime and air) transport in coordination with relevant parties.
      • Take part in conducting specialized studies that seek to predict future transport conditions in various transport areas, including economic and technical feasibility studies, in coordination with relevant authorities.
      • Participate with responsible authorities in instituting laws, regulations and instructions intended to regulate and improve transport in all of its domains.
      • Participate in meetings and negotiations concerning various aspects of transport.
      • Organize and oversee execution of transport policies in coordination with various transport sectors.
      • Follow up on implementation of transport strategy in all areas.
      • Track implementation of governmental policies in effect pertaining to privatization of transport sector in all of its domains.
      • Cooperate and coordinate with councils, unions, and organizations operating in the various fields of transport to regulate and improve this sector.
      • Follow up on all issues related to various transport activities in coordination with relevant authorities.

 

 

 

    • External Relations Department

Responsibilities & Duties

 

 

 

      • Collect data, in coordination with relevant authorities, related to various aspects of transport between Jordan and other countries.
      • Participate in the Ministry’s bilateral meetings; represent the Ministry in joint committees and prepare all necessary information for these meetings.
      • Follow up on, and organize bilateral agreements on the various aspects of transport in coordination with relevant parties .
      • Document and index bilateral agreements on various fields of transport between Jordan and other countries, and keep track of changes to these agreements, in coordination with relevant authorities.
      • Coordinate with Ministry corporations and departments with respect to requests for funding projects from external sources, and submit these proposed projects to the authority in charge at the Ministry for assignment of priorities in coordination with the Ministry of Planning.
      • Prepare periodic reports covering various aspects of transport in coordination with relevant parties.
      • Prepare and issue, with the help of relevant authorities, the Ministry’s annual report.
