What is the definition of Premium Rate Service? 

 

Premium Rate Services (‘PRS’) are services commonly providing information or entertainment via the telephone, fax, PC (e.g. Internet), or mobile (e.g. SMS, MMS’). These services are provided due to the cooperation between the Network Operator and the Service Provider.

What are the available data for the quality of telecommunication services provided in Jordan
 

Shortly, It will be possible for the telecommunication services beneficiaries through the TRC website to review information related to the quality of the main telecom services available in the Jordanian telecommunications market; these services are: Fixed Telephony  Services (PSTN), Mobile Telecommunication Services, Trunked Radio Dispatch Services (Push to Talk), Internet Services (Dial up & Broadband), and Digital Leased lines Services.  

Within this quality of service information, beneficiaries can find a set of quality indicators which are very important to their interest and reflects the eagerness of service providers in providing a high quality services to their beneficiaries, among these indicators: the supply time for initial connection of the service, an evaluation for the company response towards customer complaints and fault reporting and the rapidity in resolving these faults and complaints, Moreover, there are some indicators that reflect the efficiency of the company's network to provide the service, such as service coverage for mobile operators, the voice quality during a telephone conversation , the percentage of dropped calls due to malfunction of the network and many other indicators.

Does the TRC have a role in monitoring the advertised offers provided by the telecommunications companies?
 

In regards to the offers provided by telecommunications companies, TRC pushes all licensed companies to inform it in advance of all offers intended to be announced for public, prior to advertise it through newspapers, so as to assure including a clear definition of the periods of validity, and periods of grace if connected with specific hours of the day, and any other conditions related to the offer.

Those offers are being followed-up daily by the concerned parties from TRC to assure that advertised offers is in consistent with what the TRC was provided with prior to the announcing.

Further more, all beneficiaries - in the event of a disadvantage to them, or clear disguising through the companies offers – can file a complaint to the TRC which will, in turn, take the necessary measures in this regard with all related companies.

Currently, TRC is working on preparation of necessary instructions related to the companies’ offers to provide better services for the beneficiaries.

What is the legal reference for TRC request to mobile operators to organize the process of selling prepaid cards, and the benefits from this action? 
 

The legal reference to this action is based on article (6/d) mentioned in the Telecommunications Law No. (13) of 1995 and it's amendments, which clearly indicates that one of the main functions and responsibilities of the TRC is to protect the interests of the beneficiaries and to monitor the work of related persons and licensees to ensure their compliance with its requirements. Furthermore, and as stated in the licenses of the three companies (Fastlink, Mobilecom, Umniah), the relationship between the operators and the beneficiaries are subject to a contract of establishment, otherwise the operator should not provide its services through any other means. 

The rights of the beneficiaries through the provision of telecom services by the mobile companies do not come from the existence of a contract between the service providers and the beneficiaries only, but must be completed by the documentation of the authenticated identification of the personal information of the beneficiaries. 

This documentation, we will reduce many social problems resulting from the abuse of those lines from unknown people. Moreover, it will help the TRC and the telecom companies in issuing and releasing statistical indicators of mobile services linked to age and gender, which would increase competition and promote investment and have a positive effect on the beneficiaries the sector in general.

 What is the definition of Postal Services? 
 

According to article (11) of the Postal Services Law No. (34) for the year 2007, the postal services are:

a.       Receiving and delivering letters, postal cards, and printed material including printed materials for the blind and postal packets.

b.       Receiving and delivering postal parcels.

c.       Issuance of internal and external postal transfers and postal permits.

d.       The services of private postal boxes.

e.        Any other services adopted by the UPU (Universal Postal Union).

There are two types of postal operators:

1)     The public postal operator (Jordan Post Company) which has the sole right to:

a.        Transport items with the weight that does not exceed 500g inside and outside the Kingdom.

b.       Print approved postal stamps or to assign a party to have them printed with the consent and decided conditions of the counsel of ministers.

c.       Install postal deposit boxes in public places

d.       Provide the services of private postal boxes. 

2)     Private postal operator:

Any person that transports a private postal article against a fee. However the commission grants two types of licenses to the Private postal operators:

a.       International class license, which authorizes the licensee to transport privet postal items within the kingdom and outside it.

b.       Domestic class license, which authorizes the licensee to transport privet postal items within the kingdom.

What is TRC’s scope of work in the area of Postal Sector, and is it also responsible for the private sector and regulating its prices? 
 

TRC’s scope of work in the Postal Sector and its responsibilities were defined by the temporary Postal Law No. (5) for the year 2002, and subsequently by the Postal Law No. (34) of 2007, whereas the TRC shall carry out the following tasks and responsibilities according to article No. (9) of this law:. 

a.       To set the bases that the public postal operator is committed to abide by, when determining the services remuneration it provides by virtue of the restrictive right granted to it under the provisions of article (12) of this law.

b.       To issue licenses to the private postal operator by virtue of a regime issued for this purpose, in which the bases and conditions of licensing are specified as well as the collected fees by the Commission.

c.       To monitor the implementation of the public postal operator along with the conditions of performance contract concluded with him, and to submit a report in that respect to the Minister within two months by the end of each financial year, and at any other time it deems fit, attached to it are its recommendations in this respect.

d.       To control the implementation of the provisions of this law, and to ascertain any breach of its provisions, as well as taking appropriate measures in this respect.

e.       To regulate the Postal Services in the Kingdom in accordance with the government general policy approved by the Council of Ministers, and to issue related instructions.

What is the Program of Licensing?  

 

The Telecommunications Regulatory Commission (TRC) issued a new licensing program in December 2nd 2004 where government required that the fixed sub-sector should be fully opened to competition in supply of services, at, or, as soon as possible after 1st January 2005. Government re-affirmed that the monopoly status that was enjoyed by Jordan Telecom (JT) in fixed services will ended at the end of 2004.   

The licensing program is based on flexibility and market entry encourage in the fixed telecommunications market in particular and in the market of Information and Communications Technology ICT in general through removal of previous obstacles and constraints and determinants associated with the definitions of services and the number of granted licenses and the type of technology since the TRC behaves in technology-neutral way. The licensing program dealt with two types of licenses: the individual license and the class license.

In the existence of weakness or continuous interruption in the coverage of the wireless telecommunications services - provided by the service providers, Fastlink, Mobilcom, Umniah, and Xpress – occurred in the residential areas of the benefited citizens or any other areas in the Kingdome, what is the procedure that must be taken in this case? 
 

TRC requests all citizens to inform about the areas that have weakness in the coverage through contacting the telephone No. 5501120 ext. 2208, 3228 (during woking hours), or send a fax to: 5862641, so as the TRC in turn contact the concerned companies to ensure the provision of the necessary coverage in these areas, where as, its one of TRC’s role to monitor the quality of services provided to the citizens in the Kingdom  according to the Technical Conditions mentioned in the companies’ Licensing  agreements  and according to International Standards.

What are the types of public telecommunications Licenses?

 

 1)     Individual License

All providers of public telecommunications services and underlying networks that use scarce resources will require Individual licenses. Scarce resources are defined as radio spectrum, public rights of way and telephone numbers. The initial fee upon award of an Individual license will be JD 100,000. 

2)     Class License

All providers of public telecommunications services that do not use scarce resources, or those whose use of scarce resources is determined by TRC not to be material, will require Class licenses. The initial fee will be JD 30,000.

What is the objective of granting Type Approvals? 

 
The objectives for granting type approvals include, but are not limited to, the following:
Prevent technical harm to the network
Prevent physical harm to users & network operating personnel
Prevent the emission of the Electromagnetic waves above the required standard
Prevent any equipment malfunction
Ensure providing services using telecom equipment in an ideal way.

How many days does it take to provide a Type Approval? 
 

It usually takes 14 working days from the date of submitting the full application package and all requirements for the approval of the equipment.

How to find Approved Equipment?
 

Approved Equipment is available on the TRC website database, you only need to know the brand and the model of the equipment to check whether it’s approved or not.

What is the definition of Carrier Selection and Carrier Pre Selection? 
 

Carrier Selection (CS):

The facility offered to end users which allows them to opt for an alternative operator other than the operator that provides their line to make calls to any destination by the dialing of a routing prefix. 

Carrier Pre Selection (CPS):

The facility offered to end users which allows them to opt for certain defined classes of calls to be carried by an operator selected in advance (and having a contract with the customer), without having to dial a routing prefix or follow any other different procedure to invoke such routing.
