Minister

H.E. Zeina Toukan

 

Toukan was appointed as the Minister of Planning and International Cooperation on Oct. 27, 2022. Prior to this, she served as the Advisor for Economic Affairs at the Royal Hashemite Court and as the Director of Economic Policies Directorate at His Majesty King Abdullah II Office during the period August-October 2022.

Toukan served as the Secretary General of the Ministry of Planning and International Cooperation during the period January 2019 to August 2020. Prior to that, she held the post of the Director of International Cooperation at the Ministry overseeing, managing and coordinating Jordan’s foreign aid programs, in addition to serving as the Program Manager of the EU Programs Administration Office at the Ministry. Toukan also headed the Aid Coordination Unit at the Ministry and worked for the UN-ESCWA as an Economic Analyst.

Toukan holds a Master degree in Development Economics from the School of Oriental and African Studies (University of London) and B.A. in Economics from the American University in Cairo and has 24 years of experience in the fields of development, international cooperation, economic policy and planning. 

Toukan served as a board member on a number of national entities; including, National Higher Planning Council, Jordan Water Company (Miyahuna), Water Authority of Jordan, Jordan Valley Authority, the Hashemite Fund for the Development of Jordan Badia, and Madaba Institute for Mosaic Art and Restoration, Jordan Economic Enterprise Corporation, Jordan Environment Fund, Jordan Silos and General Supply Company, among others.

During 2017-August 2020, Toukan was the Alternate Governor for Jordan at the World Bank Group, European Bank for Reconstruction and Development, Asian Infrastructure Investment Bank, and the Arab Fund for Economic and Social Development in addition to serving as a member on the Board of Trustees of the Arab Planning Institute.

During 2018-2020, Toukan also served on the Board of Executive Directors of the Islamic Development Bank Group as the Executive Director for Jordan, Lebanon, Iraq, Palestine and Syria and a Board Member on the Islamic Corporation for the Development of the Private Sector.
